In dialogue with Sigue La W, Eriberto Antonio Ibarra Campo, deputy from the department of La Guajira, assured that "we as the Departmental Assembly have held debates on political control and requested information from those who lead water processes in the department."

In La Guajira “we have a temporary administrator, which is like an intervention by the National Government, of everything that is the general participation system, the entire water and sanitation portfolio. The Governor does not have the competence, Bogotá does. This is a project that did not meet its objectives. We request that they begin to make the pertinent investments”, the deputy sentenced.

"If they wanted to misuse the water resources in La Guajira and invest in a program called Guajira Azul, which is a failure, why not invest in the dam?" Ibarra questioned, adding that the situation in La Guajira " continues in the same precariousness. It is not fair that we continue to see how resources are wasted. Many municipalities continue without water and children are dying”.

For his part, Héctor Fabio Cordero, vice president of Productive Integration Rural Development Agency (ADR), responded that "Guajira Azul is a project of the Ministry of Housing that seeks to bring water to the municipalities of the department. When we talk about the El Cercado project”, which is the white elephant denounced today, September 23 by Sigue La W, “it consists of two risk districts”, which take four years to build. “We are in the construction process, it already has an aqueduct. We are working to put this dam into operation, which is already done and has been subject to revisions by the Comptroller's Office”.

“We are updating these studies and designs. The sectorization is that when we make the districts, sectors will be determined so that the interventions can be phased depending on the area to intervene. We are operating and maintaining the dam”, indicated the vice president of ADR Productive Integration.

By 2022, as he said in the interview, "we have finished studies and designs and in July of that same year we have the second phase to establish the roadmap and put the project into operation."
