Ruth, president of the Citizen Oversight of the sentence, along with her working group, dedicate their time to documenting on the ground the commitments of the national government, its ministries, the Governor's Office of La Guajira, the municipalities of Maicao, Riohacha, Manaure and Uribia , in compliance with the sentence, finding negative results as a result of what she qualifies as negligent conduct by officials.
“This is negligent institutional behavior, there is no political will, where there are resources and solutions, unproductive meetings, processes that do not produce an impact, that culture that cannot be stopped, we cannot continue blaming ourselves, the information is always defensive, I feel that the children do not summon us, when I go to give a report I am defending them, not protecting them,” he said.
In addition, he expressed his deep concern for control entities such as the Ombudsman's Office, the Attorney General's Office and the Comptroller's Office, who, within the sentence, should play a leading role but their reports are lukewarm, they do not produce results.
In his speech, he expressed that the actions of those responsible for enforcing the sentence are disjointed and ineffective because children continue to die and malnutrition continues to be high.
"I understand that it is a structural problem, how to improve and plant and produce food if there is no water, how will the food sovereignty processes that are contemplated in the sentence be complied with if water is not guaranteed," he said.

In this sense, he added that at least there should be an articulated water plan that defines its sources, resources, actors, time, budget, but unfortunately there is no such plan either.
He also warned that they delivered documented information to the Vice Ministry of Water, about 29 wells that the alliance made for water and that are not working. "We delivered a report a year ago to all entities and nothing happens," he said.
